I only ever stand there and stare if I need somebody to get out of my way (i.e. obstructing an aisle, or loitering in front of the item I seek). They realize I’m watching them and apologize for blockading me. When I need service, I freakin’ ASK.

I do this when they’ve seated me at a restaurant… and nothing else. For ten minutes!

To quote an old Dutch saying; ‘Heb ik iets van je aan? (Am I wearing something of yours)?’ That used to be the standard response when someone was staring at you.
