I think he’s referring to moving up the ladder at E.G.R.G.I.S. The fact he was now in a position to do it was a nice perk but was never his primary goal.
Pretty lame revenge, yes Cooper could have theoretically gotten better jobs elsewhere and even could have moved up the Grumbels ladder (if Stuart were fired or dead anyway) but then he likely wouldn’t have been under a cool boss like Marla or gotten to spend so much time with Val…and when you factor in things to come later that happen because of his time at Grumbels, he wins in the end
So this isn’t really checkmate, but a massive blunder

I think he was talking about his own opportunity–that his promotion gave him the perk of being able to trap Cooper at the job he hates.
