    Since Grumble’s policy is to no longer apprehend shoplifters, all thiefes caught(!) are internal.
    Therefor most theft happens internal.

    Yeah, makes sense…

    Because there’s no one there to unlock the display case! Will you TRY to live in reality just once? People come by, think they may like to buy one, then can’t find anyone on the floor to unlock the case. And since only a manager has the keys whoever they find has to find the manager. So she’s running a register but has to leave the register (and people waiting to pay) to unlock the display case. By that time the customer has given up and left. She hurries back to the register and half the people in line left, disgusted with waiting.
