It means a store can use a single towel in a display that *looks* like multiple neatly stacked towels, rather than waste multiple towels on something that’s just for looks.
They’re also normally only used for long-term brands that they always carry, so that single towel used in the display could be up there for years, getting vacuumed occasionally, rather than needing to be changed out weekly like other displays.
