I don’t think Cooper has a bad attitude. I think Cooper has a great attitude. What’s the point in living if you’re shackled to a job you hate? Why not make that job fun whenever you can? You only got one life, after all.
Cooper is a master at getting his work done efficiently and still having the time to enjoy himself. I’d think doing things like trolling Josh and building forts/robots/sculptures out of boxes actually help raise his performance. If it weren’t for that, his attitude would suffer, and his performance would, too.
This country is deeply flawed in its “live to work” culture and Cooper is an example of someone with the right mindset: Do great work and have a little fun on the side in mostly harmless ways.
Now that COVID is largely over, and employers have discovered that it’s a challenge finding enough people to work, and “quiet quitting” has become a thing, Cooper’s attitude seems more and more sensible.
I feel like a lot of people need to hear what Val said in that last panel.

I would agree, were he not responsible for other people. That requires him to take the job a bit more seriously than in the past.

I would agree with most of your assessment of Cooper, but he could be a bit more professional.
