Most of those other store managers are probably men, and considering how Stuart acted while he was SM and how he continues to treat Marla now, I think it’s fair to say that they are routinely more insubordinate than she is, but they only get chided with “boys will be boys” crap while Marla continuously gets clamped down with a lot of anger from Stuart (and the DM before him).
