Un-paid training is a thing, it’s a shitty thing, but so is corporate not increasing the payroll so which would you rather do, fuck over your permanent (and, presumably, loyal) employees, or fuck over the temps that have no real say in the matter?
I get what you’re getting at, but honestly, if I had a new job- even if it’s entry level- i would NEVER stay on if the training time was unpaid. The most intelligent trainees would see the writing on the wall and ditch the job at first opportunity, so places that do this would unintentionally weed out the smartest employees almost immediately.
