Eh, having someone to despise makes things better, and Josh is a heel for the rest of the cast. Like Jerry before him, Josh’s one-dimensional awfulness complements the more complex Stuart well. Even though you usually have schadenfreude toward Stuart, there are times you feel bad for him being so misguided, too. With Josh… you always take pleasure in watching him ruin his pants in the dumpster. Always.
One place I worked at tried to get people to process more paperwork by offering incentives. I refused to work harder just for that “incentive”. I don’t think many people actually got it.
I always though Josh was very much an unneeded addition to the cast. Characters that ONLY exist to cause conflict don’t work well
