Having a store detective would be a wast of money anyway. They’d be just as handicapped by Grumbles fear of lawsuits.
So they cut the store detective from the store to save money and then the thefts increased, nullifying the money saved. That’s corporate logic.
But in the time between those two events, the executives could give themselves a huge bonus for saving all that money! (ugh)
